Public Contracts Regulations 2015

The Procurement Act is legislation that aims to reform the way public bodies in the UK buy goods, works and services.

The way that Progress Housing Group undertakes its procurement activity is influenced by obligations set out in National Procurement Legislation.

The Act has been given Royal Assent, and in the forthcoming months, it is expected that secondary legislation will be introduced to underpin the Procurement Act.

It is anticipated that these changes will come into effect in October 2024, following a six-month mobilisation period.

To assist our suppliers in getting ready for the new legislation, we are sharing important information on the changes, which are being implemented at Progress Housing Group.

We encourage you to register for regular updates and take advantage of the free government training on the new act.

Proportion of valid and undisputed invoices paid within 30 days in accordance with regulation 113: 97.95%

The amount of interest paid to suppliers due to a breach of the requirement in regulation 113: Nil

The amount of interest due if paid for breach of regulation 113 at 8% per annum: £30840

The Government Commercial Function has released “knowledge drops” for suppliers, buyers and SMEs/VCSEs to provide a high-level overview of the changes to the procurement regulations.

This will be used by public sector bodies to publish details of new procurement opportunities. This has not yet been introduced, but it is intended that this will be accessed via the 'Find a Tender' website on GOV.UK

This will be a single place for suppliers to register and upload key business information typically requested by Progress Housing Group and other public bodies.

Features will include reduced duplication and resources used to tender for opportunities, as well as the ability to establish custom searches and receive alerts. It will be free to access, and suppliers must keep their information current to benefit fully from the platform.

The platform will be where we and all other public sector bodies will publish various notices relating to tenders and contracts.

Please note that Progress Housing Group will continue to use the Housing Procurement Portal to advertise its notices, receive bids from suppliers and manage its procurement activities; the Central Digital Platform will be an additional website where notices are published.

You should seek to understand the main changes, register/submit your business information on the Central Digital Platform when this becomes available and identify how your organisation can contribute to national and local procurement priorities and social value objectives.
